Keynote Speaker

Trinidad Navarro | Insurance Commissioner, State of Delaware

Trinidad Navarro was elected in 2016 as the State of Delaware’s 26th Insurance Commissioner. He was re-elected in 2020. In this role, he works to ensure insurance affordability and availability for residents as well as the accountability of insurance companies. As Commissioner, he leads the office charged with protecting, educating, and advocating for Delaware residents.

The Department offers free Medicare counseling services and works on the Health Insurance Marketplace, provides arbitration services to residents, and fights and prevents fraud. The Department also works to ensure insurance companies are financially sound, licenses more than 220,000 individuals in related professions, proposes the state’s workers’ compensation rates, helps more than a thousand companies create safer workplaces to lower their insurance rates by over $7 million, and so much more.

During the Commissioner’s term in office, the Department has made great strides. He has increased department diversity and internal promotions. In 2017, the Commissioner worked with the General Assembly to pass House Substitute 1 to House Bill 80, a signature piece of legislation that ends discrimination in auto insurance policies. The law ensures that neither race, age, gender, economic status, nor other personal characteristics impact the cost of auto policies.

In 2020, the office reduced Health Insurance Marketplace rates for the second time in the state’s history, leading to a 5% increase in enrollment, and returned $21.5 million in premiums to individuals and small businesses. The department completed two of the state’s first Mental Health Parity examinations, assessing $597,000 in penalties. Businesses saved $4 million in workers’ compensation premiums due to a double digit decrease in rates, and another decrease was approved for 2021.

A lifelong Delawarean, Commissioner Navarro has an extensive record of public service. He served for 20 years with the New Castle County Police and was elected New Castle County Sheriff in 2010. While a police officer, he received the department’s distinguished Medal of Valor.

Nicole fullmerNicole Fullmer | Executive Director, Honoring Choices® Delaware

Nicole pours her passion for helping people on their grief journeys into her role at Honoring Choices® Delaware. Since losing her husband to a heart attack at age 43, Nicole has worked tirelessly to connect people to the resources needed for healing and moving forward.  She champions her organization’s vision to power a cultural transformation that normalizes end-of-life conversations so people feel empowered to make choices reflecting their values and beliefs.  She enjoys spending time at the beach and the Poconos with her three children.

Bethany Hall-Long | Delaware Lt. Governor

From 2002-2017, Bethany served as a member of Delaware’s legislature, first as a Representative and then as a Senator. She served as the chair of the Health and Social Services committee where her efforts were aimed at ensuring a stronger, healthier Delaware by combating addiction, focusing on a stronger mental health system, fighting cancer, and health inequities in our state. She also served as a member of the capital budget Bond Committee where Bethany focused on building Delaware’s infrastructure, modernizing our schools, repairing our highways, and protecting our environment and open space.  Descended from Colonel David Hall, a judge, lawyer and 15th Governor of Delaware (1802), serving the community is in her blood. Her great-grandfather, David C. Hall, was elected to the Delaware House of Representatives (1916-1920).  Bethany has always been, and will continue to be a strong voice for all of Delaware.

Kimi MooreKimi Moore | Extension Educator, University of Delaware Cooperative Extension

Kimi Moore is a Family and Consumer Science Extension Educator with the University of Delaware Cooperative Extension. She is the Kent County SNAP-ed Coordinator and works in the area of nutrition and volunteer management. She is a Registered Dietitian with a Master’s degree in Health Promotion. Kimi co-teaches Dining with Diabetes classes throughout the state.

kathleen splaneKathleen Splane, MS | Extension Educator, University of Delaware Cooperative Extension

Kathleen Splane is an Extension Educator with the University of Delaware Cooperative Extension. She works in the area of nutrition, food safety and volunteer management. She has a Bachelor’s degree in Nutrition and Consumer Sciences and a Master’s degree in Health Promotion. Kathleen has been co-teaching Dining with Diabetes classes throughout the state for 18 years.

T. Trout headshotChristina Trout, ACNS-BC, CDCES | Retired Casual Diabetes Care & Education Provider

After 40 years at Beebe Healthcare, Christina Trout recently retired as the Diabetes Management Inpatient Provider.  Providing diabetes education for outpatients, inpatients and the community, Tina’s passion is educating health care teams, students, families and persons with diabetes within the State of Delaware.  A long time volunteer for the Delaware Diabetes Coalition and dedicated diabetes advocate, Tina was named the inaugural recipient of the Tina M. Trout Leadership Award.

DE PharmacistKim Zeitler Robbins | Executive Director, Delaware Pharmacists Society

Kim is a native Delawarean. She grew up and still lives in Harrington and supports her community through ongoing leadership in 4-H and Rotary. She graduated from the University Of Maryland School of Pharmacy in 1990. Kim loves talking with patients to improve their health care. She is a certified smoking cessation counselor and weight loss coach. She also is certified in immunizations, asthma and medication therapy management. Kim is a past president and current Executive Director of the Delaware Pharmacists Society and currently serves on the Delaware Board of Pharmacy.
